The policy guidelines is available for procurement of computer hardware and other peripherals of Department of Science & Technology, Government of Gujarat vide GR No: LAN-2004-927-DST Date: 30 July 2004.(click here to view the GR) GIL follows the above guidelines for the process of the procurement and as per the GR(s) GIL will charge 3% for its consultancy. You may read the above guidelines and its subsequent amendment for the same (the soft copy of the GR(s) can be available on website of GIL i.e. www.gil.gujarat.gov.in.
If you know your requirement of the computers hardware and other peripherals to be purchased, than you can download “Indent Form”(click here to download the Indent Form ) from the website: www.gujaratinformatics.com OR you may contact GIL office for further guidance on the same.
Once you have received the “Indent form” (Click here to download the Indent Form) of GIL for the purchase of computer you may do the followings: If you know your requirements of computer hardware and other peripherals you may fill up the “Indent Form” and than before submitting to GIL office you may visit GIL office for personal discussion on your requirement and cross checking of the “Indent Form” which has been filled up by your office. If you have no idea about how to fill up the “Indent Form” and /or your requirements for the purchase of the computer hardware and other peripherals: You can visit GIL office for personal discussion on your requirements. Please note that before filling up the indent Form for your requirements of Server or LAN component or specialized items, you should contact to GIL office.
Now its time to submit your duly filled up and signed Indent Form to the Office of GIL. Before submitting your Indent Form you can visit GIL Office for cross checking of specialized items of your Indent Form. Please also check that all the pages are sealed & signed by the authorities.
If you have not received the copy of the Purchase Order(s) as above please check if you have received the final confirmation from GIL along with the finalized prices? If yes, than have you replied and confirmed your requirement for placing the Purchase Order(s) to GIL? If the answers of above two questions are “YES” then you can contact GIL office and inquire about the copy of the Purchase Order(s).
Once you receive the copy of the Purchase Order(s) from the office of GIL you may follow the steps as mention bellow:
  • Read the copy of the Purchase Order(s) (the one you have received from the office of GIL) very carefully.
  • Cross check your requirement(s), amount, total(s), invoice details, Performance Bank Guaranty (PBG) details, Delivery details etc.
  • Read and understand all terms and the conditions of the Purchase Order(s) very carefully.
  • If you have any doubts on above or you find any deviation in your requirement(s) in the Purchase Order(s), you are required to contact GIL Office quickly.
  • You have to sign the Contract and get Performance Bank Guaranty (as per the Purchase Order(s)) from the successful Vendor(s) in the time limit as mentioned in the Purchase Order(s) (generally 15 days from the date of the confirmed Purchase Order(s)). You are required to co-ordinate with the Vendor(s) for the same.
  • If the vendor(s), is not responding in the proper manner you may contact GIL for further guidance or involve GIL 
  • On any doubts you may contact Office of GIL.
For the issue of the delivery:
  • You are required to read the terms and conditions of Purchase Order(s) and the time limit mentioned for the delivery & installation of the items (normally it is 45 days).
  • You may contact the Vendor(s) (the supplier to whom the Purchase Order(s) is placed) directly for delivery and supply of your materials.
  • If the vendor(s), is not responding in the proper manner you may contact GIL for further guidance.
In the above case, you are required to read the terms and conditions regarding the late delivery and penalty clause of Purchase Order(s) and you have to act accordingly. Please note that the right of exercising Penalty is resides with you as the PBG is in your name and lying with you. You have to intimate GIL for the steps taken by you. Further, if you have any doubts regarding the issue you may contact the office of the GIL.
Computer/PC/Client: Normally the new Computer Purchase through GIL comes with the operating systems i.e. windows XP, windows 2003 etc. preloaded. Server: Normally the new Server Purchase through GIL comes without any Operating System. For the Operating Systems and other application software as mentioned above can be procured separately. For the procurement of the software you can contact Software Division of GIL separately.
For other application software like Microsoft office, i.e. MS Word, Ms Excel, MS Power point etc., Gujarati software etc., you have to procure the license separately. For the procurement of the software licenses you can contact Software Division of GIL separately.
For the process of payment: As a part of consultancy service GIL carries out factory inspection or on site inspection of computer hardware, network and other peripherals once GIL receives the formal inspection call from the successful vendor(s) and submit the inspection report to the indenting office. Once you receive the inspection report from GIL and after reading the terms and conditions regarding the Payment of the Purchase Order(s), you may start the process for the payment. You have to pay to the vendor(s) after receiving the inspection report from GIL and as per the terms and conditions of the Purchase Order(s). Normally the terms and conditions of the Purchase Order(s) for Payment are as under: (a) No advance payment will be made. (b) 95% payment after successful installation and inspection of the supplied goods. The inspection will be done by GIL. (c) Remaining 5% payment will be made after completion of requisite training to the purchaser’s staff. Please note that you are required to pay to GIL for their consultancy charges. GIL will charge 3% on the total value of the Purchase Order(s) (without tax). GIL will send their Invoice(s) along with their inspection report. Once you receive the inspection report from GIL office you may process for the payment of GIL as per the Invoice.
Computers and ordered IT goods are being inspected by EQDC for quality related parameters. GIL is also carrying out inspection for specification related part. GIL will send the Inspection report to respective Indenting offices based on the EQDC report of checking the goods statistically. You can verify whether the delivered computer hardware and other peripherals are inspected by GIL or not. One of the simple methods is by verifying the “temper proof sticker” of GIL on the computer hardware and other peripherals. If you don’t find the “temper proof sticker” on the computer hardware and other peripherals that means that item(s) have not been verified by GIL. The sample of the “temper proof sticker” is as under.
At the time of inspection GIL put the “temper proof sticker” on the computer hardware and other peripherals. If some one tries to temper with the goods or try to open the computer or other peripherals, the word “void” will be bold on the sticker and you can make out that, the particular item has been tempered by someone. Please note that if you find the sticker as above on the computer hardware or any other peripherals, you should not accept that particular item from the vendor(s) and you should informed GIL regarding the same.
Generally all the hardware purchased through GIL comes with 3 years of warranty. You can check the same in the terms and the conditions of Purchase Order. The Purchase Order(s) also mentioned after sales support terms & conditions of warranty period. If the vendor(s)/supplier have not given the due support within prescribed time limit, you may exercise the penalty clause as per the Purchase Order(s). You have to mark the copy of the same to GIL. If you have doubts regarding terms and conditions of warranty, you can contact office of GIL for further guidance.
In such cases you have to write to GIL and mark the copy to Department of Science and Technology with all your complains and the actions that you have taken along with the necessary documents.
